When people come to Bali there is so much activity on the street, so much shopping, so many restaurants and bars it becomes a blur. If you hand a typical tourist a flyer that says "Surfing competition on Kuta Beach at 4pm", unless he is super into surfing he probably won't give it a second thought.
Same thing with Nusa Dua, even worse actually because it's far from Kuta. However, if you say to a new arrival "There's one hell of a street party going on right now with dancing girls, bands, beer gardens, food and everything," you'll get people. You do that street party on Jl. Legian and you'll get half the island showing up. Little scattered events all over town, who cares?
Nusa Dua should plan a massive version of this with some big name performers who will play. Combine that with the Balinese dancing, gamelan, food courts, water sports and a party atmosphere and you have something. They've got all the infrastructure, with the huge resorts and hotels. So there's our blueprint: if you want the tourist dollar, you've got to create and event tourists want AND let them know about it
