(and my government as well, the canadian gov.) are pretty upfront about the need for personal preparedness as they have said (in more words): "if something goes wrong be prepared to go at least 72 hours without our help". considering most governments can't hand out licenses in an orderly fashion what do you think 72 hours after an emergency would be like? i say: prepare, don't expect the government to bail you out. the fable of the industrious ant and the lazy rabbit was coined because it's true - which are you? and for the sake of your swiss army knife, stop putting wd-40 on it. wd-40 is not a lubricant, it's a solvent and it's "slippery" properties disappear quickly as it evaporates. if you spray wd-40 on moving parts and do not apply grease or oil afterwards it will probably seize up.
