Conspiracy to murder doesn’t seem like its a big deal in Indonesia, and the 2 men, Sirojul Munir and Mujarod bin Salim, were only given 5 year sentences originally.

Indonesia cuts sentences for Bali Bombers
By Nick | August 17th, 2006 |Indonesia today cut the sentences of 12 men, found guilty in conspiring to murder, in the 2002 Bali bombing. August 17th is Indonesian Independence Day, and well behaved prisoners recieve remission.
