Getting around in Singapore is very easy and affordable. From the airport you have options off bus, taxi, subway, and limo. I've taken all but the limo and they work well. The bus station is in the basement of the airport, after you pass through customs. You buy a ticket on the bus and the driver has change for small notes. Here they have TV on the buses.
Taxis seem affordable for getting around in downtown, as the distance is small. The flag rate is $2.40. Most people use the MRT (subway train) which will take about 30 minutes form the airport to downtown, including the wait. You buy tickets from the modern touch-screen vending machine inside the station. They can give change for bills up to $5. For that you get a magnetic card that you tap on the barrier to make it open. To redeem the in built deposit you put it in a machine at the other end.
Singapore's MRT map is very simple and the recorded voice on the trains in English, announcing the stations. If you are in a hurry take a cab, but if you have the time I would go for the subway. The MRT costs about $1.60 to get downtown from the airport, depending on what station you go to. I chose Dhobi Ghaut as I knew there was cheap accomodation nearby.
